How to find an apartment in Lisbon as a newcomer

Lisbon is the most expensive rental market in Portugal per square metre. Here is how to search, what you need before a landlord says yes, and what help costs.

The national statistics office measured a median rent of EUR 17.79 per m2 on new leases in Lisbon city in the second quarter of 2026, up 5.1% on a year earlier, against EUR 10.17 across Portugal and EUR 10.83 in the Porto metropolitan area. A 60 m2 flat at the Lisbon median is about EUR 1,067 a month.

Get a NIF first: a Portuguese tax number is needed to rent a home, according to the consumer association DECO. You can search alone on the main portals or pay for help. Is it hard to find an apartment in Lisbon as a newcomer?

Plan for a rising market. In the second quarter of 2026 the median rent on new leases was EUR 17.79 per m2 in Lisbon city, the highest of the 24 large municipalities the statistics office reports. It was up 5.1% on a year earlier. Across Portugal the median was EUR 10.17, up 10.2%, on 35,407 new leases (INE, 29 Sep 2026).

We did not find an official figure for how long a search takes or how many applicants view each flat, so this guide gives none. What helps is preparation: a NIF, a budget, a document set and a decision date.

What does a flat in Lisbon cost?

Multiply the median per m2 by the size you need. At EUR 17.79, a 40 m2 flat is about EUR 712 a month, a 60 m2 flat about EUR 1,067 and an 80 m2 flat about EUR 1,423. These are arithmetic from the median, not quotes. The median is of leases signed in the quarter, so asking prices on a portal can differ. Greater Lisbon stood at EUR 15.24 per m2, the Porto metropolitan area at EUR 10.83 and the Algarve at EUR 11.56.

Do I need a NIF before I rent?

Get it first. The consumer association DECO, summarising Tax Authority rules, says a Portuguese NIF is indispensable to open a bank account, sign an employment contract or rent a home, and that requesting one is free (DECO PROteste, 9 Jul 2024). It can be requested online or at a tax office, and by an attorney with a power of attorney, which is how people get one before they arrive. Our settling-in guide covers the NIF in full.

Searches usually start on the large portals: idealista.pt, Imovirtual and Casa Sapo. You filter by area, size and price, and contact the advertiser, who is an owner or an agent. Three habits help:

  • Save searches and alerts, so you see new listings the day they appear.
  • Answer fast, with your details ready.
  • Visit in blocks. If you travel in, book several viewings across two or three days.

The portal does not say who the agent works for. Ask on the first call.

What do landlords and AIMA expect?

We did not read a rule that lists the documents a landlord may ask for, so this is market practice, not a legal duty. Newcomers usually prepare proof of identity, their NIF and proof of income, such as an employment contract, payslips or a pension statement. Ask each landlord early what they want to see.

If you are applying for a residence visa, ask the consulate what it wants as proof of housing: the official list of documents for a residence visa that we read does not mention accommodation (visa portal). Before your appointment at AIMA, the migration agency, check its own list for your permit type. Ask the landlord who files the lease with the tax authority and when, because you may need a copy.

We did not read the Civil Code articles on the deposit and on rent in advance at the law’s text. They were changed in 2023, and the web guides we saw disagree on detail, so we publish no limit. Before you pay anything, ask the landlord to show you the article that allows the amount, and keep a written receipt.

Should I use a home-search agent or search on my own?

Search on your own if you can visit, read a Portuguese lease and live in Lisbon for the first weeks. Hire help if you are abroad, short of time, or on a visa deadline.

One agency listed on ReloFinder publishes a price: Relocate to Portugal, in Porto, charges EUR 1,000 for 15 hours of housing search, then EUR 90 an hour (fees page, read 6 Oct 2026 by our research). We could not re-read the page, and we did not record whether VAT applies or what the hours cover. Naming it is a citation, not a recommendation. Most agencies quote on request.

A home-search service follows the same steps. The agent takes your budget, areas and dates, filters listings, books and attends viewings, introduces you to the landlord, reviews the lease and helps with translation. Who pays the agent?

We did not read the rule on who pays an estate agent in a Portuguese rental, and the web guides disagree, so we give no answer. Ask every agent who hired them for the home you are viewing. If you hire your own search agent, you pay that agent, whatever the landlord’s arrangement is.

When does an agent pay for itself?

Compare the fee to what a month costs you. A 60 m2 flat at the Lisbon median (INE, 29 Sep 2026) is about EUR 1,067 a month, so EUR 1,000 for 15 hours of search is under one month’s rent. At the Porto-area median of EUR 10.83 per m2 the same flat is about EUR 650 a month, so the fee is about one and a half months. These are comparisons of scale, not advice. If a failed lease would cost you a visa appointment, the calculation changes. If you can attend viewings yourself, an hourly search may be enough.

How do I avoid problems?

  • Do not pay before you have seen the home and read the contract.
  • Check the person you are dealing with is the owner or an agent who can show they act for the owner.
  • Get a written receipt for any deposit, with the amount, date and address.
  • Have the contract translated or reviewed before you sign.
  • Register the lease where the law requires. Ask the landlord who files it and when.
