A settling-in package in Spain bundles a handful of registrations. Here is each step, the deadline in the law, what an agency can prepare and what you must do in person.

A settling-in service in Spain helps you with the registrations that follow a move: the padrón at the town hall, the NIE and the TIE card, health cover, a driving licence exchange and school places. The law sets some deadlines: a TIE application within one month if your stay is longer than six months, EU registration within three months, and a non-EU driving licence valid for six months at most after you become a resident.

An agent can prepare files and book appointments, but some steps need you in person, such as applying for the TIE card (Royal Decree 1155/2024, article 209). Of the 33 agencies ReloFinder lists with a Spanish office, 32 list settling-in help (data export of 7 Oct 2026).

What does a settling-in service in Spain include?

There is no standard package. Agencies list a mix of registrations, appointments and practical set-up, and they sell it alone or after a home search. Of the 33 agencies ReloFinder lists with a Spanish office, 32 list settling-in help, 32 list immigration support and 28 list school search (Spain directory, data export of 7 Oct 2026). Those are the services agencies say they offer, not a promise for your case.

We found no price list for these jobs from an agency listed on ReloFinder. Our cost guide covers the figures we could source, and a guide site’s rough range for a standard package of housing and administration is EUR 2,000 to 4,000, with no stated method (Spain Vistas, read 7 Oct 2026).

Which admin steps does a newcomer face in Spain?

The steps depend on your passport and your plans. These are the sourced ones.

  • Padrón (town hall register). Everyone who lives in Spain. No deadline in the law we read; renew every 2 years if you are non-EU without long-term residence. You bring your identity document.
  • EU registration certificate. EU and EEA citizens staying over 3 months. Deadline: 3 months from entering Spain. In person, at the foreigners’ office or a police station.
  • TIE card. Non-EU citizens with a visa or permit over 6 months. Deadline: 1 month from entry or from the permit taking effect. You apply personally.
  • NIE. If you have no visa or permit that gives you one. Decided within 5 days of the request reaching the office. In person, or through a consulate from abroad.
  • Driving licence exchange. A non-EU licence from a country with an agreement. The licence is valid 6 months at most after you become a resident. You attend the appointment.
  • School place. Children aged 6 to 16. Dates are set by your region. Parents apply.

How do I register in the padrón?

The padrón is the town hall’s register of residents. Everyone who lives in Spain must register in the municipality where they usually live, and the register proves where you live, not that you are in Spain legally (Law 7/1985, articles 15, 16 and 18). Non-EU citizens without a long-term residence permit renew it every two years, and an expired entry can be cancelled without a hearing.

Each town hall runs its own process, with its own appointment system, so check the page of yours. The national statistics office’s advisory council describes what a town hall may check: your identity document or residence card, and the title that lets you occupy the home. That title can be a lease, a deed or a utility contract, and where others are already registered at the address, a written authorisation from one of them can replace it. Expired identity documents are not accepted unless you show the renewal request (INE, Consejo de Empadronamiento, 20 Nov 2013).

What are the NIE and the TIE, and who applies?

The NIE is a number and the TIE is a card. Our guide to the NIE and the TIE explains both in full. The deadlines matter here. The police grant a NIE on their own initiative for visas and permits that let you stay more than 90 days, and otherwise you request it, and the request must be decided within five days or it counts as refused (Royal Decree 1155/2024, article 205). The TIE must be requested personally within one month (article 209). EU and EEA citizens register in person at the foreigners’ office or police station within three months of entering Spain and receive a certificate straight away (Royal Decree 240/2007, article 7.5).

How does health cover work for a newcomer?

For visas and many permits you need health insurance from an insurer authorised in Spain. Our guide to health insurance for a Spanish visa covers the wording. After one year of continuous residence, people with no access to the public system can sign the Ministry of Health’s special agreement, EUR 60 a month under 65 and EUR 157 from 65 (Ministerio de Sanidad, page undated). Public health cards are issued by the regions, and we did not read their rules.

How do I exchange my driving licence?

The traffic authority says a foreign licence is valid for six months at most after you become a resident, so you must exchange it to keep driving. This applies to licences from non-EU countries that have an agreement with Spain. Cars and motorbikes (classes A and B) are exchanged without extra tests. You need a medical report from an authorised centre, valid for 90 days. At the appointment you receive a provisional permit, and the definitive one arrives in about a month and a half. If your country is not on the agreement list, you must obtain a new Spanish licence (DGT, updated 28 Apr 2025). The cost appeared as a placeholder on the page we read, so we give none.

What about schools?

Foreign children under 16 have the right and the duty to education, including free basic schooling (Organic Law 4/2000, article 9). Basic education runs ten years, between ages six and sixteen (Organic Law 2/2006, article 4). Admissions are run by the regions, and the address you choose may decide the school, so look at schools before you sign a lease. A school search is a separate service, listed by 28 of the 33 agencies on ReloFinder.

Which steps can an agency do for me, and which need me?

An agent can prepare your file, book appointments, translate, accompany you and chase answers. The rules decide the rest:

  • You in person: the TIE application (article 209), the EU registration (article 7.5), the licence exchange appointment, and handing over your identity document for the padrón.
  • A representative can act: for residence authorisations filed from inside Spain, the duty to appear in person is treated as met when someone who validly represents you files, as the 2026 order on immigration collaborators recalls (Orden ISM/164/2026). You must be able to prove the representation.
  • Not in the rules we read: bank accounts, phone contracts and utilities. Agents may offer them, and the documents vary by provider.

How long does it take?

The law gives deadlines for you, not for the administration, apart from the five days for a NIE. We found no official waiting time for appointments in any city. Treat any promise of a date with caution, and ask what happens to your fee if an appointment slips.

What we could not source

We did not read official rules for bank accounts, mobile contracts, regional health cards or school admissions, nor the documents each police office asks for. We found no official waiting time for NIE, TIE or padrón appointments, and the licence exchange fee was a placeholder on the page we read. Common questions

What is included in a settling-in package in Spain?

There is no standard. Agencies list items such as the padrón, NIE and TIE appointments, health insurance, a driving licence exchange, utilities and school search. We found no price list from an agency listed on ReloFinder, so ask for the list of items and the price of each in writing.

Can an agency do the padrón for me?

An agent can prepare the documents and book the visit. The town hall asks for an unexpired identity document, and you need to be there with it or to follow the town hall's own rules for representation, which we did not read. The register must be renewed every two years for non-EU citizens without long-term residence (Law 7/1985, article 16.1).

Do I need the padrón to get a TIE card?

The TIE rule in article 209 of Royal Decree 1155/2024 sets a one-month deadline from entry or from the permit taking effect, and does not name the padrón. We did not find the list of documents each police office asks for, so check the office that handles your file.

How long does a NIE take?

The regulation says a NIE request must be decided within five days of reaching the competent office, and silence after that counts as a refusal (article 205). We found no official figure for how long it takes to get an appointment.

Do I have to exchange my driving licence?

If it comes from outside the EU, from a country with an agreement with Spain, it is valid for six months at most after you become a resident, so you need to exchange it to keep driving. Licences for cars and motorbikes (classes A and B) are exchanged without extra tests (DGT).
