How to find an apartment in Paris as a newcomer
Paris is the tightest rental market in France, and the rental file is regulated: a landlord may ask for some documents and not others. Here is how to search and what to bring.

In the city of Paris, the median rent excluding charges of a three-room flat was EUR 24.2 per m2 in 2024 data, against EUR 15.9 in the rest of the agglomeration. A 60 m2 flat at the Paris median is about EUR 1,452 a month. Base rent is capped by a published reference rent for leases signed or renewed between July 2019 and 24 November 2026.
French law lists the documents a landlord may ask for: one identity document, one proof of address, proof of professional status and proof of resources. Asking for another document can bring a fine of up to EUR 3,000, or EUR 15,000 for a company (service-public.fr, 10 April 2025). The deposit is at most one month of rent for an unfurnished home and two for a furnished one.

Is it hard to find an apartment in Paris as a newcomer?
Plan for the tightest market in France. The network of local rent observatories, which includes the Paris observatory OLAP, reported median rents excluding charges, from 2024 data, of EUR 24.2 per m2 for three-room flats in the city of Paris and EUR 15.9 per m2 in the rest of the agglomeration. It says the Paris agglomeration combines very high rents with very strong pressure on access to housing (observatories’ report, edition 2026).
We did not find an official figure for how long a search takes or how many applicants view each flat. Some providers quote numbers on their own pages, which are marketing claims we do not repeat. What helps is preparation: a complete file, a budget and a decision date.
What does a flat in Paris cost?
Multiply the median per m2 by the size you need. At EUR 24.2, a 30 m2 flat is about EUR 726 a month, a 60 m2 flat about EUR 1,452 and a 90 m2 flat about EUR 2,178. These are arithmetic from a median for three-room flats, not quotes, and individual homes differ. Rent in Paris is also capped. For leases signed or renewed between July 2019 and 24 November 2026, the base rent cannot exceed the maximum reference rent for the flat’s category. A rent supplement is possible only for special features, and for leases signed since 18 August 2022 it is banned for flats with defects such as damp, a bathroom on the landing, or an energy rating of F or G. The tenant can challenge a supplement before the departmental conciliation commission within three months of signing, and a landlord who breaks the cap risks an administrative fine of EUR 5,000, or EUR 15,000 for a company (service-public.fr, verified 1 Jul 2026). Where do people search?
Searches usually start on the large portals and classified sites: SeLoger, Leboncoin, PAP (owners to tenants) and Bien’ici. You filter by arrondissement, size and price, and contact the advertiser, who is an owner or an agent. Three habits help:
- Save searches and alerts, so you see new listings the day they appear.
- Answer fast, with a complete file ready to send in the first message.
- Visit in blocks. If you travel in, book several viewings across two or three days.
The advert does not say who the advertiser works for. Ask on the first call.
What can a landlord ask for in the file?
French law lists the documents. A landlord, or an agency acting for one, may ask for one identity document, one proof of address, one or more proofs of professional situation and one or more proofs of resources. A copy must be written or translated into French, with amounts converted to euros, and the landlord may ask to see the original. If a landlord asks for a document that is not on the list, the landlord risks a fine of up to EUR 3,000, or EUR 15,000 for a company (service-public.fr, verified 10 Apr 2025).
Several items on the list suit a newcomer:
- Identity: a French or foreign ID card, passport, driving licence or residence card, with a photo.
- Proof of address: if you have no French rental history, a sworn statement from the person hosting you is on the list.
- Professional situation: an employment contract, or an employer’s statement of the job, pay and start date.
- Resources: payslips, a tax notice, and where income was not taxed in France, the last or second-to-last equivalent notice from the foreign tax authority.
Do I need a guarantor?
A landlord may ask for a guarantor, and the same official page lists the documents a guarantor can be asked for. The state-backed alternative is the Visale guarantee, which is free: Action Logement pays the landlord first if rent is unpaid or the home is damaged, then claims the money from you. In the Paris region, the rent including charges must not exceed EUR 1,940 and must not exceed half of your resources for most tenants. Tenants under 30 qualify under conditions that depend on their status. Tenants aged 30 or more who work in the private sector qualify, for example, within six months of being hired or with a job offer starting within three months (service-public.fr, verified 23 Jan 2026). The page does not say whether it covers someone who has just arrived, so check the Visale site.
Which lease types and limits apply?
Service-public.fr lists three. An unfurnished lease runs at least three years and allows a deposit of one month. A furnished lease runs at least one year, or nine months for a student, with a deposit of up to two months. A mobility lease runs one to ten months, is furnished, allows no deposit, and is for people in training, studies, an apprenticeship, an internship, a civic service, a professional transfer or a temporary assignment (service-public.fr, verified 6 Mar 2026, deposit rules, 9 Jun 2026). You may leave at any time. The notice is three months for an unfurnished home, or one month in some cases, such as a home in a tight zone, and one month for a furnished home (service-public.fr, verified 16 Apr 2026).
Should I use a home-search service or search on my own?
Search on your own if you can visit, read a French lease and live in Paris for the first weeks. Hire help if you are abroad, short of time, or in a family move.
A home-search service typically follows the same steps. The provider takes your budget, areas and dates, filters listings, books and attends viewings, builds your file, negotiates, checks the lease and the inventory and hands over the keys. What differs between firms is where the work stops. We found no published price for such a service in France, so ask for a quote that names each step and its price. Who pays the agent?
It depends on who hired the agent. When a letting agency handles the letting, the fees for the file, the visit and the lease are shared with the landlord, and your share is capped at half of the bill and at EUR 8.07 to 12.10 per m2 depending on the zone, with a separate cap of EUR 3.03 per m2 for the move-in inventory (service-public.fr, verified 12 Jan 2026). If you hire your own search provider, the price is between you and the provider.
When is paid help worth it?
Put the quote next to what a month costs you. A 60 m2 flat at the Paris median is about EUR 1,452 a month. If a service saves you a month in a hotel, or a month of double rent, it covers a fee of that size. If you can attend viewings and your file is complete, you may need only a lease review.
How do I avoid problems?
- Do not pay before you have seen the home and read the lease.
- Check the person you are dealing with is the owner or an agent who can show they act for the owner.
- Pay only what the law allows at signing: rent, the deposit and the capped agency share.
- Check the reference rent of the home on the official simulator.
- Do the move-in inventory carefully, because the deposit refund depends on it.

Can I rent in Paris without a French guarantor or bank account?
The official list of documents a landlord may ask for does not include a French bank account, and Action Logement's Visale guarantee is free. Whether Visale covers a person who has just arrived is not stated on the page we read, so check the Visale site. Ask each landlord what they accept in place of a guarantor, and ask the landlord to name the legal basis for any extra document.
What is the rent control in Paris?
