How to find an apartment in Vienna, Austria

Vienna's rental market is neither easy nor closed. What you pay depends on the building, and who pays the broker has changed. Here is the search step by step, and when to pay for help.

The short answer

Vienna is a city of renters: more than three quarters of households rent (Statistics Austria). Rent including running costs averaged EUR 10.6 per m2 in 2025, but the number depends on the building. Flats in pre-1945 multi-unit buildings fall under rent ceilings, new privately financed buildings do not, and new tenancy agreements cost more than old ones.

Since 1 July 2023 a tenant pays a broker only if the tenant commissioned the broker, at most two gross monthly rents plus 20% VAT for an indefinite lease. Home-search prices we read on 7 October 2026 ran from EUR 580 to EUR 1,780 at one agency and EUR 1,800 excluding VAT at another.

Is it hard or easy to find an apartment in Vienna?

Neither, and the question hides what matters. Three things decide how your search goes: the kind of rent, the broker rule and your timing.

Start with the market. Statistics Austria says more than three quarters of Vienna households rent, the highest share of any province. In 2025, rent including running costs averaged EUR 10.6 per m2 in Vienna, or EUR 694.3 a month per flat, against EUR 10.2 per m2 for Austria (Statistics Austria, Wohnen 2025). New leases cost more than old ones: tenancy agreements of under two years averaged EUR 12.4 per m2 across Austria, and those of 30 years or more EUR 6.5 (Statistics Austria, 10 Jun 2026). The Vienna average mixes municipal, cooperative and private flats and long-standing tenancies, so a newcomer on the private market should expect more.

We found no official source on how many people apply for a Vienna flat or how long a search takes. We do not give a figure.

Which kinds of rent exist, and why does it matter?

The same flat can cost very different amounts depending on the building.

  • Old buildings. Tenancy law applies rent ceilings to flats in multi-unit buildings put up before 9 May 1945 and not comprehensively renovated (oesterreich.gv.at, read 7 Oct 2026). For flats let after 28 February 1994 the rent follows a reference-value system (Richtwert) with adjustments for features (Mietervereinigung, read 7 Oct 2026).
  • New private buildings. In non-subsidised new buildings there is no protection in rent formation, and the rent is freely agreed. Termination protection still applies.
  • Municipal and cooperative flats. The City of Vienna says municipal and subsidised flats need two years of continuous residence, citizenship or visa conditions and income limits, and cooperative flats often ask for a financing contribution up front (StartWien, read 7 Oct 2026).

Read the total rent. The Mietervereinigung says it has three parts: net rent, a share of operating costs and VAT, and indexation by a consumer-price clause is common. If the flat is in an old building, the City of Vienna offers a free, non-binding rent calculator, the Wiener Mietenrechner, that checks whether a rent exceeds the permitted maximum (City of Vienna, read 7 Oct 2026).

Where do people look, and who pays the broker?

The City of Vienna names internet listings, weekend newspapers and estate agents as the ways to find a flat. Listing portals such as willhaben and ImmoScout24 carry rental flats; we could not open their pages on 7 October 2026, so we give no listing counts or prices.

Who pays the broker changed. For broker contracts since 1 July 2023, a broker may claim commission only from the person who commissioned the broker first (Chamber of Labour). If the landlord ordered the broker and you answered the advertisement, you pay nothing. If you ordered the broker to find a flat that neither of you yet knows, you pay, and the cap is two gross monthly rents for an indefinite lease or a fixed term of more than three years, one for a fixed term of up to three years, plus 20% VAT (oesterreich.gv.at, read 7 Oct 2026). The City of Vienna’s StartWien page still says a tenant who finds a flat through an agent pays the commission. The federal page above is more specific, so ask who commissioned the broker.

What do the lease and the deposit look like?

The City of Vienna says you sometimes have to pay a deposit, which is a security for the landlord and is agreed in the lease. We did not find an official figure for its size, so we give none, and we did not research what a lease must contain. Before you sign, check the net rent, the operating costs, the indexation clause and whether the lease is fixed term. For problems with a landlord, the City of Vienna points to the tenant organisations MieterHilfe, Mietervereinigung and Mieterschutzverband.

What file do landlords expect?

We found no official source on the documents landlords ask for in Vienna, and none on how a foreign credit history or an employment contract from abroad is treated. Ask the landlord or the broker early which papers they want, and prepare what you can show: ID, proof of income and your permit.

What does a home-search agency do, and what does it cost?

The published offers describe similar steps. CIC lists a welcome email, neighbourhood information, appointment arrangements, utility set-up and viewing support in its housing-search package (CIC, read 7 Oct 2026). STEP Vienna lists residential property selection and rental coordination, plus utilities and bank account set-up (STEP Vienna, read 7 Oct 2026).

Two price lists show the cost. Ad Verbum lists house or apartment search at EUR 580 to 1,780, undated and without a VAT status (Ad Verbum, read 7 Oct 2026). CIC lists a housing-search package at EUR 1,800 excluding VAT. Few Vienna agencies publish prices, and both firms are regional. When is an agency worth paying for?

It tends to pay off when you have only weeks to find a flat, cannot travel for viewings, or need help with the lease and the registration. It matters less when your employer provides a service, when you can search on the ground for weeks, or when you only need advice, which the Vienna Business Agency gives free. How do you register once you have a flat?

You have three days after moving in. The Meldezettel is signed by you and by the owner, manager or main tenant, and the first registration is free (City of Vienna, read 7 Oct 2026). Ask your landlord on the day of the key handover to sign. The rest of the first weeks is in moving to Austria: your first 90 days and settling-in services in Austria.

What we could not source

We did not find official figures on search times, applicants per flat, the size of a deposit, the documents a landlord expects, or Vienna rents for private new lets alone. The Statistics Austria averages cover existing tenancies of all types. We could not open the willhaben and ImmoScout24 pages. The legal database RIS was unavailable, so the broker rule rests on the Chamber of Labour and oesterreich.gv.at pages, not the statute text.
