Settling-in services in Austria: what is included

Register within three days, sort your permit or registration certificate, get your e-card. Here is each step in Austria, the deadline, and what a settling-in service can take over.

The short answer

The Meldezettel is Austria's address registration form. You have three days after moving in to hand it in, signed by you and by the owner, manager or main tenant, at a Meldeservicestelle of a district office in Vienna; the first registration is free (City of Vienna). EU citizens request a registration certificate within four months of arriving, and employees are insured through their employer, with the e-card as proof.

Agencies sell these steps as single services. One price list shows EUR 225 excluding VAT for a bundle of authority appointments, another EUR 200 to 660 for papers and registration confirmations. Some steps need you: you sign the Meldezettel yourself, and EU citizens apply for the certificate in person.

What is a Meldezettel, and how do you register in Vienna?

The Meldezettel is the form with which you register your home address with the municipality. Every newcomer needs one, whatever the passport.

The City of Vienna gives the rules (City of Vienna, read 7 Oct 2026):

  • Deadline. At the latest three days after you move into the flat or house.
  • Signatures. You sign it, and so does the owner, the property manager or the main tenant.
  • Documents. The completed form and identification such as a passport, plus a valid travel document if you are not an Austrian citizen.
  • Where. At a Meldeservicestelle (registration service centre), which sits in the district offices of Vienna.
  • Cost. The first registration is free. Additional certificates cost an application fee of EUR 21 plus EUR 6 per sheet.
  • Leaving. You deregister up to three days before or at the latest three days after moving out.

Because the three days run from the day you move in, the practical step comes before the move: ask whoever signs for the flat to sign the form when they hand over the keys.

We did not find the fine for registering late in a source we could open, because the legal database RIS was unavailable on 7 October 2026, so this guide gives none.

What else do you need to do in the first weeks?

  • Meldezettel. The rule: within 3 days of moving in (City of Vienna). An agency can fetch the form and go with you.
  • Registration certificate (EU citizens, stays over 3 months). The rule: request it within 4 months of arrival (oesterreich.gv.at). An agency can book the MA 35 appointment.
  • Residence permit (non-EU). The rule: applied for before or after arrival, depending on the route (migration.gv.at). An agency can organise papers; the legal part goes to a lawyer.
  • Health insurance and e-card. The rule: employees are insured through the employer (StartWien). An agency can help with the e-card photo.
  • School place for a child. The rule: compulsory from the September after the sixth birthday, for nine school years (StartWien). An agency can shortlist schools and go to appointments.

EU citizens ask for a registration certificate, which proves their right of residence. In Vienna it comes from the immigration department, MA 35, and applicants make an appointment and apply in person (StartWien, read 7 Oct 2026).

Citizens of other countries follow the permit route for their category. For the Red-White-Red Card for skilled workers in shortage occupations, the applicant or the employer files the application at an Austrian embassy or consulate, or, after legal entry, at the residence authority in Austria (migration.gv.at). The City of Vienna describes the usual case as an application at the embassy at home, with fingerprints, and a pick-up of the permit at MA 35 on arrival. The routes and categories are in moving to Austria: your first 90 days.

Health insurance. Everyone who lives in Vienna needs it. Salaried employees and workers are insured automatically through their employer with the Austrian Health Insurance Fund (ÖGK). Self-employed people register with the SVS, and people without a job who cannot be co-insured may insure themselves voluntarily. The e-card carries your name and social insurance number and is your proof of cover. The fund pays for most visits to contract doctors, while private doctors are paid directly (StartWien, read 7 Oct 2026).

School. If you move during the school year, your school-age child can start at a school immediately, and the City of Vienna asks you to e-mail the education board. Families whose child reaches school age in the regular cycle get a letter from the board in December of the year before (StartWien).

Which steps can an agency do, and which need you?

An agency can prepare, book, accompany and translate. It cannot sign for you or replace a lawyer.

Needs you. The Meldezettel needs your signature. EU citizens apply for the registration certificate in person at MA 35, and non-EU applicants give fingerprints at the embassy. The e-card needs a photo, and Expat Service Graz says it organises that photo for clients (Expat Service Graz, read 7 Oct 2026).

An agency can do. CIC’s authority-appointments bundle covers collecting the Red-White-Red Card, registration and e-card steps and mobile phone help (CIC, read 7 Oct 2026). Ad Verbum lists obtaining papers and registration confirmations, and help with institutions such as a bank account, TV and phone (Ad Verbum, read 7 Oct 2026). STEP Vienna lists utilities and bank account set-up, school and nursery placement, and permit work through partner solicitors (STEP Vienna, read 7 Oct 2026).

Legal advice. Ask who the lawyer is. We found no official source on who may give immigration advice in Austria.

What do settling-in services cost?

Two price lists, both read on 7 October 2026. CIC lists authority appointments at EUR 225, driving-licence conversion at EUR 595 and childcare and school placement at EUR 750, all excluding VAT. Ad Verbum lists papers and registration confirmations at EUR 200 to 660, help with a bank, TV and phone at EUR 160 to 480, and school or childcare guidance at EUR 240 to 480, undated and without a VAT status. How long does each step take?

The rules give deadlines, not processing times.

  • Meldezettel: within 3 days of moving in.
  • Registration certificate for EU citizens: request within 4 months of arriving.
  • Red-White-Red Card: generally issued for 24 months once granted. We found no official processing time.
  • Health insurance: automatic for employees through the employer. We found no waiting time for the e-card.
  • School: a child who moves mid-year can start at once.

Is there free help instead of an agency?

For orientation, yes. StartWien offers free orientation meetings for people with a first residence permit. The Vienna Business Agency offers cost-free, confidential consultations on relocating, living and working in Vienna, for international professionals and their families (Vienna Business Agency, read 7 Oct 2026). They advise and refer; they do not do the steps for you.

Do you need a settling-in service?

You can do the Meldezettel alone: it is one form, two signatures and one visit. An agency helps when you have no German, a short time, a family to register, an employer who does not help, or a permit file that needs a lawyer. It matters less when your employer provides a service, or when you can use the free advice above. What we could not source

We did not find sourced rules for the fine for registering late, opening a bank account, exchanging a foreign driving licence, the tax number or social insurance number of a newcomer, or the ORF household fee, because the legal database RIS was unavailable on 7 October 2026 and the official pages we could open did not cover them. We found no processing times for permits, certificates or the e-card. We did not research Graz or Salzburg offices. Ask your employer, your district office or an agency in your city.

Who signs the Meldezettel?

Is the Meldezettel the same as a registration certificate?

No. The Meldezettel registers your address with the municipality. The registration certificate is a residence document for EU citizens who stay more than three months, requested within four months of arriving (oesterreich.gv.at). In Vienna it comes from MA 35 and you make an appointment to apply in person.

How does health insurance work for employees?

Employees and workers are insured automatically through their employer with the Austrian Health Insurance Fund (ÖGK). The e-card is the chip card that shows your cover, and it gives access to contract doctors. Private doctors are paid directly by the patient (StartWien, read 7 October 2026).

Is there free help in Vienna?

Yes. StartWien offers free orientation meetings for people who hold a first residence permit, and the Vienna Business Agency offers cost-free, confidential consultations for international professionals and their families. Neither is an agency that does the steps for you.

What does an agency do with the registration?

Agencies list it as a service: CIC includes registration and the e-card in its authority-appointments bundle, Ad Verbum lists obtaining papers and registration confirmations, and Expat Service Graz says it supports registering you and your family with the ÖGK and organises the e-card photo. You still sign the forms.
