Renting in Singapore as an expat: agent or on your own
You can rent in Singapore with a registered agent or on your own. Here is what each route involves, what CEA says about commission and payments, what foreigners can rent and what rents look like.

The short answer
You can search alone or with a property agent. If you use an agent, they must be registered with CEA through a licensed agency. Commission is not fixed, you negotiate it and record it in the prescribed estate agency agreement, and the agent cannot act for you and the landlord at once. Pay the landlord directly, never the agent.
Private home rents rose 0.7% in the second quarter of 2026 (URA). One property firm lists a one-bedroom condo at S$3,000 to S$5,000 a month. HDB flats can be rented by holders of Employment, S, Dependant and other passes valid for at least six months, within a quota.

How does renting in Singapore work for expats?
You find a home, agree the terms with the owner, sign a tenancy agreement and pay the owner. An agent can run the middle steps for you, or you can do them yourself. CEA publishes tenancy agreement templates for HDB flats and for private residential property, and says you can negotiate the terms before you sign (CEA, renting). Singapore is one city, so there is one market, and the Singapore hub lists the agencies that serve it. Our first 90 days guide shows where renting sits in the move.
Do I need an agent, and who pays?
You do not need one. If you use one, these rules come from CEA (CEA, read 7 Oct 2026):
- The agent must be registered with CEA through a licensed property agency.
- Commissions are not fixed. You are free to negotiate, and you should ask whether GST is included.
- Commission goes to the property agency, not the individual agent.
- The agent cannot be appointed by both tenant and landlord for the same transaction. That is an offence.
- The agent must declare any conflict of interest and any referral fees.
For a tenant, CEA lists two agreement templates: an exclusive one (Form 8) and a non-exclusive one (Form 4), and says to ask your agent to go through the clauses before you sign. The pages we read do not say who pays the commission on a rental. Settle that in the agreement before the work starts.
What does the process look like with an agent?
Put together from CEA’s pages, the order is this:
- Check the agent on the public register, using the phone number.
- Agree the agency agreement. CEA recommends the prescribed estate agency agreement as a binding contract that protects both sides. An exclusive agreement ties you to one agency for up to three months, and a non-exclusive one lets you use several.
- Agree the commission in writing, before the agent starts work.
- View homes with the agent. You can negotiate the terms of the tenancy with the other party before you sign.
- Sign the tenancy agreement. CEA offers templates for HDB flats and for private residential property.
- Pay the owner directly, by a verifiable method, and keep the receipt.
How do I search on my own?
Rental adverts are on property portals, and many owners and agents list there. We could not read the large portals, because they block automated reading, so we do not describe them. Use the CEA rules as a filter. Online adverts must show the agent’s name, CEA registration number and phone number, and the agency’s name and CEA licence number. Search the phone number on the CEA public register: if it gives no profile page, CEA says the number is not registered (CEA).
CEA’s rental scams page adds three rules (CEA):
- Payment is not required to secure a viewing or a rental. View the property in person first.
- Pay the property owner directly, by a verifiable method, and not the agent.
- When in doubt, call the ScamShield helpline on 1799.
CEA also says property agents are prohibited from handling deposits, including rental deposits (CEA). That is one more reason a deposit goes to the owner.
What does a flat cost?
URA reports that private home rents rose 0.7% in the second quarter of 2026, after 0.3% in the first (URA, 24 July 2026). In the whole of 2025 they rose 1.9%, and the fourth quarter was -0.5% (URA, 23 January 2026). So rents moved by less than one percent a quarter from the fourth quarter of 2025 to the second quarter of 2026.
For a level, one property firm, Expat-SG, lists a one-bedroom condo at S$3,000 to S$5,000 a month in its own guide (Expat-SG, read 7 Oct 2026). At 1 EUR = 1.4344 SGD (ECB reference rate, 5 October 2026), that is about EUR 2,091 to EUR 3,486. It is one firm’s figure, not an official statistic.
Can foreigners rent HDB flats?
Yes, within limits. CEA’s page for tenants says a non-citizen can rent an HDB flat or bedroom with an Employment Pass, S Pass, Work Permit, Student Pass, Dependant’s Pass or Long-Term Social Visit Pass, if the pass is valid for at least six months from the date the flat owner applies. Work Permit holders face extra restrictions by sector and nationality. The minimum rental period is six months. For non-Malaysian non-citizens the maximum is two years per approval, and a non-citizen quota applies: 8% at neighbourhood level and 11% at block level (CEA, read 7 Oct 2026).
Private homes, such as condominiums, are the other main option. The sources we read do not describe condominium rules such as dual-key units, so we do not either.
What does a landlord expect in your file?
We found no official list of the documents a landlord or agent may ask for, so we give none. Ask the agent early what the landlord wants and when it is due. Have your passport, your pass or the approval letter from your employer, and your employment details ready, so you can answer quickly if asked. That is our suggestion, not a rule.
When is an agent worth it?
An agent is worth considering if you:
- arrive on a tight date and cannot attend many viewings;
- want someone to read the tenancy agreement with you;
- move with a family and need a home and a school search together.
On your own is realistic if you have weeks, can view in person and are comfortable checking registers and reading a lease. In both cases the rules above hold. What we could not source
We found no official source for typical lease length, security deposit, stamp duty on a tenancy, or the diplomatic clause, so this guide states none of them. We found no official list of what a landlord may ask from a tenant. We could not read the large property portals. Who pays the commission on a rental is not stated on the CEA pages we read.
Common questions
Do I need an agent to rent in Singapore, and who pays?
No. You can rent from an owner directly. If you use an agent, CEA says commission is not fixed and you negotiate it. The pages we read do not say who pays on a rental, so settle it before work starts and record it in the estate agency agreement.
Can foreigners rent HDB flats?

How long is a typical lease and how much deposit is normal?
We found no official source, so we give none. Lease length and deposit are terms in the tenancy agreement, and CEA says you can negotiate the terms with the other party before you sign.
